My Lord,
With reference to Your Lordship's
Despatch No. 127 of the 12th. ultimo, I have the honour to
request your authority to make a general order to the
effect that Officers of this Colony, entitled to privilege
rates in Gold Standard Countries, may, when returning to
this Colony viắ Australia, New Zealand, Canada or the
United States of America, draw salary at such privilege
rates up to and including the day before departure for
Hongkong from a port on the Pacific Coast.
2.
A precedent exists for such
privilege in the case of Mr. F. A. Cooper who returned to
this Colony vià Canada many years ago, but I cannot refer
to the correspondence which I believe passed between him
